Concerning:The claim concerns the failure of the Crown to provide for the healthcare of Māori in relation to youth suicide. The claimant alleges that the Crown has breached the principles of the Treaty of Waitangi by failing to: • Design and implement a system adequate enough to address the disproportionate over representation of Māori youth suicide; • Acknowledge the underlying reasons for Māori youth suicide; • Acknowledge the role of self-determination, Māori knowledge, worldviews, Te Reo and tikanga in the design of suicide prevention programmes; • Encourage a comprehensive application of whakapapa in the design of suicide prevention programmes; • Provide resources to those carrying out suicide prevention programmes; • Provide a suicide prevention programme that makes reference to the extensive evidence and research about the role of multigenerational and intergeneration trauma in suicide outcomes and the manufacture of health disparities and rates of diagnosed mental illnesses in Māori; • Remain culturally neutral in the appraisal of evidence; • Employ policy makers with professional requirements or obligations to have cultural and political competency; and • Actively and meaningfully consult with Māori in respect of health policy that directly impact Māori health and well-being.
